Interactive Policy Workshop on Social Services in Greece

The EVOSST project organised an interactive policy workshop on March 31st, 2026, in Kozani, Greece, hosted by the Regional Development Fund of Western Macedonia. The event brought together around 40 participants, both in person and online, representing social services, local authorities, academia, civil society organisations, and frontline support structures.

The workshop aimed to validate the project’s initial findings and facilitate dialogue on the key barriers affecting the effectiveness, accessibility, and coordination of social services. Through a combination of presentations and interactive discussions, participants exchanged perspectives on how services can better respond to the needs of beneficiaries and support more inclusive and evidence-based policymaking.

Key discussions highlighted several persistent challenges, including limited awareness of available services, system fragmentation, lack of coordination between institutions, and barriers related to accessibility and mobility. Participants also underlined the impact of the digital divide, as well as the need for more reliable data and common evaluation frameworks to support informed decision-making.

During the second part of the workshop, stakeholders contributed to the co-creation of preliminary policy recommendations. The discussion focused on practical solutions such as the establishment of a single reference point for citizens, improved interoperability between services, stronger home-based support mechanisms, and enhanced digital assistance for beneficiaries. The importance of staff training, collaboration with civil society organisations, and more flexible service provision was also emphasised.

The insights gathered during the workshop will contribute to the development of EVOSST’s policy recommendations, supporting more accessible, coordinated, and user-centred social services across Europe.
